The Protectorate
The majority of Protectorate citizens are Rylkonians, but the government doesn’t require it’s citizens to follow the Laws of Rylkonis for economic reasons, but the only explanation Rylkonians give is the laws and how they are followed, the origin of Rylkonis is kept out of discussion (Ch 13)
Rylkonians lineage comes from three clans, the Ayrada’an, the Errysa’ad, and the Nasha’af (Ch 13) but this marginally affects their personalities, but Rylkonians are organized into five unique classes of Citizen. Each class only deals with laws that apply to their own unique class unless they promote or get kicked out of their class.
1st Class Citizens are the highest level of Rylkonian society, presumed to be the top 1% in terms of wealth and influence. 1st Class Citizens are considered the last line of order, and the final decision of the fate of all Rylkonians.
2nd Class Citizens are the foundation of the Protectorate economy, are the middle 9% and have access to the Pay Codes, they can own a business, as well as trade slaves, and are typically promoted from the 3rd Council (of the 3rd Class Citizens)
3rd Class Citizens are the remaining 90% of the Protectorate society, and 3rd class citizenship is automatically granted upon attaining a Cyborg Specialization (Ch 10) and only have access to their own pay code, so they can work a job, earn credits, but all of their necessities are provided, food, water, medicine, and pay the lost tax rates. If a 3rd Class Citizen is unable to pay their taxes, they can just do jobs for the Protectorate.
4th Class Partners are a unique class of citizen, treated equal to 3rd Class Citizens. If someone marries, enters into a business deal, or otherwise needs a long term arrangement with any 1st, 2nd, or 3rd class citizens. Like getting promoted or kicked out, anything that ends the agreement results in revoking Partner Citizenship
Slaves are the 5th Class, and is generally the starting point for all Rylkonian children
Promoting from lower classes to upper classes depends on the class. 3rd Class accepts Slaves automatically upon attaining a cyborg specialization. 3rd Council votes on accepting 4th Class Partners who apply for their own Protectorate Citizenship, as well as voting on accepting 1st and 2nd class who get voted out of 1st or 2nd Class. The 3rd Council nominates their most remarkable 3rd Class Citizens for promoting to 2nd and 1st Class. Then the 2nd Council votes on the promotion to 2nd Class Citizens, but the processes of the 1st Council are not clearly known (Ch 10)
Protectorate currencies are divided into the 1st, 2nd, & 3rd Classes. 3rd Class Citizens spend credits and work for either the Protectorate or a higher class of Citizen, but generally do not consider working for other 3rd or 4th class, except under extraordinary circumstances, where they can pay with skills instead of credits (Ch 11) 2nd Class Citizens manage the Pay Codes, which is the foundation of the Protectorate Economy. 1st Class Citizens have a unique currency which is not available to the other classes.
Protectorate citizenship can be revoked by the appropriate council, which could result in penalties, fines, and prison time, where prisoners are expected to perform public service, unless they are sent to the Pits of Charon (Ch 10) The Dread Pirate is the only Protectorate citizen, to ever not return to the 3rd Class citizenship, but instead became the most dangerous criminal in the Solar System (Ch 2) Rylkonian female 3rd class citizens are also awarded tax-breaks when they have children, but this does not compare to the compensation the Cooperative grants to women who can birth children.
The Governments of Earth: The U.D.E. & The JATO Alliance
The U.D.E. is an oppressive and untrustworthy regime, strategically taxing their citizens into poverty, to make loans to the other colonies, and down everyone else in financial debt. This resulted in a stagnated economy (Ch 9) Prior to the option of space colonies the U.D.E. had the largest economy on Earth, but as the people of Earth left for better opportunities the remaining economic contributors simply could not work enough to sustain the U.D.E.’s interplanetary ambitions (Ch 6)

The JATO Alliance is the closest opposition to the U.D.E. trying to fight for the autonomy of the Planet Earth and trying to focus on investing in the planet. The weakened state of the U.D.E. placed the JATO Alliance into a strong position on Earth, but also unable to compete in the inter-planetary economy. The JATO Alliance suffers from Earth’s limited population and diminished economic options. (Ch 4)

The Factions of Mars: The Martian Confederacy, The Black Dragons, The Gangs
The Martian Confederacy attained independence in a rebellion from the Protectorate, resulting in Mars having no Protectorate overseer. This was the weak point used by a certain Dread Pirate to create power, without the the scrutiny of the Protectorate
The Black Dragons are from the Feudal Age of Ugian Society, who held onto their old systems of power and control (Ch 5) The Black Dragons fled the JATO Alliance to become a new political power on Mars. However on Mars the Black Dragons are consolidating power in a single city, which is the major trading center (Ch 3)
The Gangs are the main rivals of the Black Dragons, but the gangs are not organized nor coordinated, they are only beginning to gain power and the Black Dragons are the main obstacle in their ascension to power at the start of Chapter 3. If the gangs unite under a single leader they could become a major threat to the Confederacy.
The Venus Cooperative
Is the 2nd established independent colony after Mars, and might have been the 1st if they hand not taken the U.D.E.’s offer to make financial deals (Ch 6) Venus is considered a successful colony and exceeds most expectations in terms of quality of life. But this metric is a careful calculation of leveraging resources compared to their decreasing population. Venus’ military is completely automated and the Phantom suspects that such a large army will be useful to a new Dark Tyrant with ambitions of conquest of the planets of the Solar System. (Ch 8)
Venus only offers citizenship to biological woman and girls. I woman who was born with a non-functional reproductive system or medically compromised reproductive system can undergo cybernetic augmentation, though the Cooperative has not ruled if cybernetic augmentation qualifies as being a woman with a functional reproductive system, because the Rylkonians are born as cyborgs. (Ch 10)
The Mercury Commonwealth
The Commonwealth is only introduced in Volume 1, and is explored in depth in Volume 2. The Commonwealth’s control over the Solar control stations, is a needed service to provide Sunlight to grow food on all colonies further from the Sun than Mars. Mercury’s resources allow them to provide the entire Protectorate with energy, food, medicine, & cybernetic upgrades (Ch 7)
The Brotherhood
The Brotherhood is more of a religion than a government, and they worship the Phantom as their god. They are present on every planet but they remain hidden (Ch 1) but they are not fully explored until Jhessyreen meets them for the 1st time on Mercury in Battle Mode Volume 2
Space Pirates
Space piracy is a major problem across every space colony, space station, and every shipping lane. The crews of space pirates just wanted a fair chance to give humanity better chances, but those chances also risk running out of food, water, & air, but once a pirate decides that people unfit to survive are a waste of food, air, or water, there is no turning back. (Ch 9)
The Fleet
The Something Clever is an Ambush Class Gunship, one of a decommissioned fleet of battleships leftover from the Parasite Wars. Ambush Class Gunships are fast, agile, equipped with deflector shields, and well-armed, but their deadliest feature is their cloaking technology, allowing them to hide in wait for their target to approach, before they attack, and preferring to favor hit and run tactics instead of the predictable line of firepower, usually targeting engines, reactor core, or the target ship’s bridge, before the enemy even knew the Gunship was even there. Gunships typically have more accurate targeting systems and can hit at greater range beyond what Pirates can manage even when pirates copy Rylkonian technology. (Ch 9) The current theory is that some Rylkonians are selling tech to the Pirates (Ch 8) but only cyborgs can fly an Ambush class gunship.
The Hypergates
Rylkonians employ a Hyper gate network, but within the orbit of Mars only emergency hyper gate travel is allowed under the Mars Pax Treaty (Ch 8) The Protectorate controls the Hyper Gates with towers (Ch 7) to ensure that two ship don’t try to fly through the gate at the same time, either arriving or departing. Ambush class gunships (& most Rylkonian ships as well) can communicate through their jump-drive creating a small worm-hole to the destination, request permission to hyper-jump, and wait for safe travel. Ship-to-ship hyper-jump is possible but distance is limited to normal communication range (Ch 12). The Protectorate is sometimes only able to communicate with some of their ships when they approach known destinations with Protectorate embassies and consulates (Ch 10)
The Merchant Fleet
There merchant supply ships are an opportunity created by the restriction of Hypergate access limited to Protectorate use, so merchant supply ships hire gunships to protect them pirates when they fly on trade routes, but Pirates also know that (Ch 6)
